Rules Specifying How the Caisse Operates

The Caisse manages its activities by following regulations which complete the law that created it , meaning the act that defines its mission and operations. These regulations, which were established by the pertinent regulatory authorities or adopted by the Caisse, specify certain obligations or explain particular aspects of its management and profession as an investor. They cover three items:

  • the nature of the organizations which can deposit their funds with the Caisse and the conditions under which these deposits are to be made;
  • the internal governance or operating and management rules relating to specific areas;
  • the Caisse’s use of certain types of investments called financial instruments or contracts of a financial nature.


The three regulations are summarized below.

1. Regulation of the Caisse de dépôt et placement du Québec respecting deposits by certain public bodies and the conditions of such deposits (PDF)

A complement to the Act respecting the Caisse, this regulation specifies two major points concerning the Caisse’s obligations towards its clients, the depositors:

  • the type of public bodies which can entrust it with their funds;
  • the conditions under which these public bodies can make deposits with the Caisse.


2. Regulation respecting the internal management of the Caisse de dépôt et placement du Québec (PDF)

Among other things, this document contains the provisions for the governance of the Board and its committees, working conditions and compensation, administration, ethics and professional conduct, the funds and types of deposits, as well as the Caisse’s reporting duties (reports, statements) to its depositors.


3. Regulation respecting the determination of instruments or contracts of a financial nature and the framework for their use by the Caisse de dépôt et placement du Québec (PDF)

A complement to the Act respecting the Caisse, this regulation specifies which types of investments, called financial instruments of contracts of a financial nature, the Caisse can use. It also determines the framework for the use of these instruments or contracts by the Caisse.
